EXPLOITATION OF THE HUMAN RESOURCES

The project is the expression of the workers of the Istituto San Giuseppe's will to widen their action in favour of young people risking social alienation, after having acquired decades of experience in the field.

Their experience has in fact led them to the choice of a community-based programme to support and exploit the human resources aiming at the rehabilitation of needy young people and offer them an access to employment.

The main goal of the project was to deliver the young people from their needy condition offering them a chance of social and relational rehabilitation and lead them towards employment and insert as many of them as possible in a project for their work and life.

The project was strongly influenced by this main goal since the planning stage, in the choice of the organisational structure and the staff involved.

The organization structure has created a team composed by psychologists and social assistance for all those young people in difficulties. It has been necessary looking at the all difficulties presented by the young people, to concentrate the energies on to the social assistance and  to help them in finding job.

OBJECTIVES OF THE MONITORING AND EVALUATION

This report is a critical and synthetic description of the achievements of the examined project; the main goal is to supply a tool to measure its productivity, effectiveness and efficiency, uplighting the weak points and the strong points of the organisation.

The training activities examined in this report have been realised during a medium-long period of time during which monitoring has supplied data and information on the nature of the events that have determined the realisation of the project itself.

The evaluation has been carried out keeping into account the characteristics of the users, the aims of the community-based programme within which the intervention took place, the characteristics of the organisation that realised it and the social and economical context in which it works.

The aim of the evaluation was to point out in a critical way the positive and negative characteristics of the management of the project to be able to optimise it in various and particular aspects.

In particular, the project has been monitored, analysed and evaluated to verify its:

  • conformity: what and how much has been achieved compared to what had been planned;
  • effectiveness: how many and which objectives, among those appointed, have been achieved;
  • efficiency: the optimal use of the resources;
  • adequacy: evaluation of the suitability of the tools chosen to achieve the objectives of the activities.
